If there is no namespace given than the interpretation (in 1.0 and 1.1) of what follows is ambiguous anyways. So if we say that without namespace openformula is assumed we are changing behaviour anyways.

So we are either keeping ambiguity or a changing behaviour. In that case, why don't we require a namespace (and an equality sign)?
