RE: [oic] ODF 1.1 compatibility / manifest:version in ODF 1.2

I would recommend something that the OIC can do within its sphere, and that won't happen very quickly, if at all, at the ODF TC:

 Recommend that ODF 1.2 consumers accept the package whether or not the attribute is set.

 Recommend that producers only produce that attribute if there is something *about*the*manifest* that requires ODF 1.2 package provisions.  That is, if additional provisions that are not in ODF 1.1 and earlier packages are relied upon, such as additional encryption methods, etc.

 I helped write that requirement and it was a mistake.  My bad.  Unfortunately, there are folks who think it is a good idea.

During the last conference call, Chris mentioned that some ODF 1.1 implementations can have issues with ODF 1.2 documents,
since the ODF 1.2 documents should contain the mandatory manifest:version="1.2" attribute.

This is currently being discussed in the ODF TC (https://tools.oasis-open.org/issues/browse/OFFICE-3740).

In order to avoid duplication of effort, I would suggest that anyone who is interested in this topic AND is a Member of both the ODF TC and OIC TC, should discuss it in the ODF TC.
(Of course, members of the OIC TC are still free to discuss this topic on the OIC TC as well)
