Perhaps even if *any* part of the document cannot
be properly processed by an ODF 1.1 processor. If you set the version attribute
you are essentially saying: "Don't try to understand this if you are
a pre-ODF 1.2 processor". Better to fail quickly in such circumstances
than to give the user unpredictable errors.
If you've every used Adobe Acrobat to create a PDF
they have in their dialogs a choice of what PDF version to target. It
is a tradeoff between features (and file size in some cases) and compatibility.
It is entirely reasonable for users to have an opinion on these tradeoff's.
