The example document is not in our work area at this time.

The explanation is needed for a successful public review, looking forward.

This information could be put in an informative (non-normative) appendix 
to the spec.

The use of BusinessRating is not clear from the specifications. The use 
case document (proposed in the Related Issue) would help a great deal. 
The bidirectional nature, communicating both a claimed set of 
credentials+ratings and (apparently) a validated set of 
credentials+ratings is confusing in that it uses the same instance to 
communicate two different things.

The two way usage is also confusing in that it follows the "peek/poke" 
model of setting parts of a data structure and returning it; if this is 
indeed what's being done in the intended use, it should be changed to 
something more appropriate for the SOA/web services environment.

Related issues:
Use Case Document and additional justification

Proposed Resolution:

Refactor to avoid the confusing two way use. Add rationale in a 
non-normative appendix to explain and justify the choice made.
