UBL is an attempt at a more flexible standard for business documents. 
But what I think what you are looking for is covered partly by the UBL 
specification document:
http://docs.oasis-open.org/ubl/os-UBL-2.0/UBL-2.0.html

But this is at a generic level.

For specific implementation rules (the level that the cXML spec is) you 
would need to layer this onto specific profiles such the NES or OIOUBL 
profiles.
