Understood ... but it wasn't finalized and I am worried to include 
something that isn't finalized.

Excellent!  This wrapper doesn't have a version number.  Which means 
when we use it in UBL it will not get stale.

Indeed it will.

I will leave that with them to worry about.  I have some back-door 
connections to the ODF committee that I can use.

We have recorded in the minutes of the meeting in Montreal to go 
ahead and use the OCF format for PRD1.
