my apologies this was not what was intended.  what i thought i was 
proposing was that we use this requirement as a way of extending the 
Architectural and Construction aspects of e-tendering with that of 
governments.  i am sorry this seemed like competition, it was intended 
as exactly the opposite.

however, i respect Sylvia's comment and am happy to withdraw the proposal.
