Minor edit for consistency of documentation for document types

This issue was discussed during a meeting but not minuted due to its 
minor nature.  This post to the list is a formal record for citing in 
the disposition of comments for public review draft 3.

There is inconsistency in section 3.1 of the hub document where a 
document is reported to be of a general nature and not specific to 
any particular process.
