It seems to me that the situation Terry describes, in which a group develops a specification outside the OASIS process, with or without the participation of OASIS members or even OASIS as an organization, is covered in the process we have been discussing. This specification would simply enter the OASIS process fairly late in the life cycle, which we have said we would allow. I suggest that this is exactly what should happen, and having a mechanism for bringing fully-formed specs into the process late is a very important safety valve. No matter how good a process we define there will be people or groups for whom it does not work. If we allow them to do the bulk of the work in ways that are comfortable for them, and them have a mechanism for entering the OASIS process, we can include their works. We do, I believe, need a way to ensure that works created outside the OASIS process are appropriately (I don't know what that means) reviewed before receiving an OASIS imprimatur, but this should be an expected path into the OASIS standards library. -- Tommie ====================================================================== B.
