This seems to be the consensus opinion.  Sigh.  I think we should
have provided for the case where people want to propose an entire
set of TCs together with a JC to coordinate them.  Oh well...

That makes sense to me.  Does anyone see a problem with appointing
a subcommittee that will become the liaison subcommittee as soon
as the JC is formed?
