No, there is nothing saying the Liaison subcommittee must be formed after the formation of the JC, only that of the TC: Joint Committee (JC) -- a TC formed by joint resolution of a group of cooperating TCs, all of whose members are also members of at least one liaison subcommittee appointed for the purpose of participating in that JC.
