Interesting question.  I admit I'd not thought about OASIS rules in
bylaws that (under RROR) can be amended by the TCs.  So (while your
question "Do people think it's a good idea to mess with the
attendance requirements at all?") is certainly relevant, another one
might be:  what would the disposition of the PAC (and OASIS) be if
we heard from a TC Chair:

"Our TC does not think the OASIS profess rules on this point are
workable, so for the next year, we are having a different rule
for our main TC and all sibcommittees: 'A quorum shall be
20% of the members'.   That will help ensure that we get our
work done."
