So this might resolve to a question of whether the bylaws are
explicit about the precedence of OASIS process rules and RROR, if
there is a conflict, (or) the realm within which process under
RROR can supersede/contravene the OASIS bylaws.  If the bylaws say
nothing about this, then it's a question of what the silence of the
bylaws implies.  I have no idea.
