I agree that the BA text is out of step with the AT text and should be
changed to match the AT text (including the MUST).

Update, related to #097 and AI#0058, have you also noted a need for
consistency with this statement that also exists in WS-AT:

WS-AT, pr-01, line 492

    492 Protocol faults raised by a Coordinator or Participant during
    the processing of a notification message are
    493 terminal notifications and MUST be composed using the same
    mechanisms as other terminal notification
    494 messages.

WS-BA, cd-03, line 517

    517 Protocol faults raised by a Coordinator or Participant during
    the processing of a notification message
    518 defined in this specification are composed using the same
    mechanisms, described in this section, as
    519 other terminal notification messages.
