It may be a long-winded solution but might it be possible to include the
"latest" <target> as an <alt-trans>? I only wonder because <alt-trans> has a
<note> element which could be used for the purpose you require.

Failing that, in the current specification, you could always use the
extensibility of the <trans-unit> element to add your own comment tag from a
different namespace. This, however, would of course impact on the
cross-compatibility of the XLIFF document.
