RE: splash page, v2.0

Oh, Una, what a relief.  I hope everyone else agrees. (Haven't heard from
anyone yet.)

About the Submitter thing, we tried that initially, but realized that it's
somewhat redundant with the way the submit feature works. Also, I think
Nagwa discouraged us from doing this for a technical reason that I can't
recall at the moment.
