Yes, there have been all types of metrics provided;

For the 4.1 Billion Govt. Wide Patient Record program, we defined
security metrics

For Discovery, we defined scale metrics.

For a LARGE intel agency, we defined business fit metrics.

For DARPA we defined both Security and Interoperability metrics in the
Distributed Component-based Architecture Modeling Tool.

Hopefully SAIL also identifies the RISKS associated with the required
change and thus potential ROI.

If any of the ICH historical projects have generated evidence of ROI
(out
of a BCM like project) I am sure we could find a way to incorporate it
in
BCM materials
