The DTD was normative in 1.0. It clearly did NOT allow for empty layers. Given that we allow empty grobjects, it seems harmless to allow empty layers. Any valid 1.0 file would still be valid 2.0. So we should put the question to the TC. Therefore:
RECOMMENDATION: change 2.0 to allow empty layers.
