Status of the setRedraw001 test.

These are the outstanding issues in the setRedraw001 test.

(1) Incorrect information in the standard comment header.

The Test and Source fields are obviously wrong. Section 6.2 of WebCGM
contains table 13 (Metafile Rules) of the WebCGM PPF. The Revision History
shows that Don submitted the initial version of the test, yet the Creator
field (and the test status matrix) states that Benoit is the test owner.

(2) HTML markup problems.

In addition to the missing meta tag with the http-equiv attribute (which
results in the W3C validator issuing a warning that the character encoding
is not declared), there are three additional errors reported by the
validator.
