Correct me if I'm wrong, and perhaps I am misremembering, or perhaps 
it wasn't in the TC Process page but another page, but what I recall 
is wording that said something along the lines of "OASIS provides a 
namespace for committee specifications: xmlns"urn:oasis:names:tc:(tc 
abbr):xsdschema:(filename)"

As for the schema validation, I should have said that this would only 
be the case where a specification uses an xml schema as a primary 
component. The issues David brings up are not insignificant, but XML 
Schema does have a body of work extant now, and some things need to 
be working now. Adding more or better functionality as it becomes 
more clear to those of us who have not yet understood alternatives as 
well as we might like, is always something I would support.
