New version of xCIL and xAL available now

Hi

I have now placed a new version of xCIL (Version 3.0)
and xAL (Version 2.0) on the web site
(http://www.oasis-open.org/committees/ciq/ciq.shtml).

Changes are briefly explained in the revisions history files.
