Yes, you are right! "#other" should be "##other". Looks like I need to now introduce a FIX version! I will get the ball rolling on this.

I found this when I:
 
1: Created my own XSD (lets call this file cdws.xsd) with my own namespace and attributes
2: Created an XML document that used xPIL.xsd and my own XSD (cdws.xsd)
3: In my XML document inserting attributes in the ContactNumber element as defined in the namespace within cdws.xsd caused a validation error (I was using the latest version of XMLSpy)
 
...I must admit I did not spot the suspected missing # character straightaway - but when I saw it I double checked the rest of the CIQ XSDs* and I could not see any other "#other" usages anywhere so I thought I would let you know.
 
*The same issue is also in xPIL in the genericode version on line 594
 
When I modify the xPIL.xsd to make it use "##other" at line 479 my XML document validates ok.
 
Please let me know your thought when you have time!
