Hi Chet,

Thank you for your response, and welcome back. I certainly hope the Process Committee can clarify this.

It might make sense in a TC meeting to pass a motion to open an electronic ballot. However, to do this by email would trigger many questions. Following Robert's Rules, after the discussion of a motion the TC should vote on the motion. But if the TC is to vote on the motion by email, then why wouldn't the TC vote on the ballot question directly in the first place? This means the TC should forget about the ballot and the motion, which would render e-ballot a rather useless voting tool for a TC that conducts business by email. On the other hand, if the TC does not need to vote on this motion, then what is the purpose for this motion? Robert's Rules also impose strict rules on what "the committee" can do and cannot do while there is a pending motion. How would such rules apply to an email motion that is pending? Should the TC suspend other ongoing discussions/activities according to Robert's? If Robert's Rules do not apply here (or to email motion in general), then there is a big hole in the TC Process that needs to be covered.

It was simply to incorporate into the process a step that TCs
previously had to adopt standing rules in order to do.

Prior to the change, if TCs wanted to be able to make motions via
email to start ballots, the TC had to adopt a standing rule that
allowed it to do this. The TC Process read:

"A motion to open an electronic ballot must be made in a TC meeting
unless the TC has adopted a standing rule to allow this motion to be
made on the TC's general email list. When such a rule has been
adopted, motions made on the mail list must also be seconded and
discussed on that list."

Now making the motions by email is the default expectation.

I will take back to the Process Committee your observation that having
to make a motion to start a ballot at all seemed like an unnecessary
extra step.
