I have requested to an Italian government expert on open data and I got some information I hope is of interest.

Code lists can be seen as one of the simplest types of controlled vocabularies.
The Publications Office published code lists, also for eProcurement, here: https://op.europa.eu/en/web/eu-vocabularies/authority-tables but there are also thesauri (see Eurovoc), so various more or less complex forms of controlled vocabularies.
In the European eProcurement ontology (https://urldefense.com/v3/__https://github.com/OP-TED/ePO__;!!DOxrgLBm!URXQWUfaUv-vLJI9hSIU4xWOclwKfHmFbwrOv3kj_eYH9DYi9JZ2YUSC50BOx8F9wbKsPsACWFT-sA$ ), these code lists for eProcurement are recommended and by now the standard RDF is preferred in place of XML although it is still widely used.

A controlled vocabulary of Italian cities (currently not updated) is available here:
