I haven’t been worried about what the website says because I chalked it up to the usual issues around getting the group started. Here’s my understanding –
all subject to discussion.
At Borderless Cyber, we did agree that the Council would provide input to the working groups, primarily (but not exclusively) as use cases. The thinking was
that use cases would be sufficiently concrete to be directly useful in setting priorities and actionable in changing the standards. We did not actually talk about voting (that I recall), but the sense in the room was that we would use the normal OASIS processes
unless there was a compelling reason to deviate, if only so we did not have to work out our own set of methods & procedures. So I left that session thinking that we would use the same rules regarding voting membership.
I missed the initial telephone call, but I did have a direct call with Joerg. That was more a chance to get to know one another, but I hung up that call with
the same understanding.
When I think about it, the “miss two” rule doesn’t seem too onerous at the moment, although it may be hard for some to make a weekly call. I think we should
start with that assumption, and if there are some folks who want to participate but can’t reliably make the meetings we can talk separately about how to handle that.

I still thought the council would have the ability to make decisions, particularly with respect to giving input to TC's. I also thought from the discussion at
Borderless Cyber in NYC that this council might create use cases to be addressed by other TC's (either because they saw a gap or to provide prioritization and focus on what is of greatest need in the user community). Ie there would be documents even if they
weren't OASIS standards.
How is decision making done if there are not voting members? Note I'm fine with everyone being a voting member (ie if you are there, you can vote and we don't
have the "lose you vote if you missed two meetings") but that would still make us all voting members. There was alot of discussion in NYC about trying to meet the spirit of users having a greater say than vendors in this council. That also probably needs to
be discussed with respect to how it affects decision making.

Hi Duncan,
I hadn't really considered this because my understanding was that council wasn't going to run as a formally voting body. In other words, since it is not going
to publish anything with 'normative' content, there was no need for the formal "Voting Member" designation. You all would just vote whenever you needed to and everybody would have a vote.
Looking at the roster, it looks like Joerg is designated "voter" simply because of the mechanics of Kavi; chairs and secretaries are automatically listed as voters.
If this differs from what everyone was expecting, please let me know. I'll be happy discuss with you all how to handle voting rights.
