@keyref on image is more like @keyref on xref or link than it is like
@keyref on keyword. This matches Eliot's assumption.

Items 7, 22, and 23 in proposal 12007 list the elements in the different
categories, there are three: linking elements that carry @href,
non-linking elements (that don't carry @href), and @conkeyref (which is
a class all to itself).
