DocBook is markup language for documentation and other forms of text documents. LaTeX/TeX is typesetting software. LaTeX's logical markup may seem very similar to DocBook, but it can be reliably processed only by TeX with LaTeX format. Processing by other tools isn't enough robust as you can define your own macros and change character categories in your documents -- doing really good, generaly usable and flexible conversion from LaTeX to other formats like HTML is impossible. However this is possible with DocBook where grammar of document is precisely defined by DTD and you can use transform and query tools like DSSSL and XSLT processors to transform DocBook source to any other output format.
