That's not legal. Either you meant:

<book>
  <chapter>
    <sect1>...</sect1>
    <sect1>...</sect1>
    <sect1>...</sect1>
  </chapter>
</book>

or

<book>
  <chapter>
    <sect1>
      <sect2>
        ...
          <sectn>
          </sectn>
        ...
      </sect2>
    </sect1>
  </chapter>
</book>

Set chunk.section.depth=5 (or however deep you want to go).
