I don't know whether this answer helps you much, but as far I
know, there's nothing. At least not anything publicly available
that's ever been announced anywhere. And there's definitely not
any specific support in the DocBook project XSL stylesheets for
IEEE-style output. Maybe one of the DocBook-to-LaTeX processors
has some specific support for it.
