Thanks Bob. Specifying the size in something other than pixels will
definitely work, although for images where you don't want scaling
(like screen shots), there's still a bit of an oddity: the
measurements need to be based on something like 96dpi regardless of
what resolution the image is actually saved in. If I have a screen
shot that is 35 by 15 pixels and saved at 72dpi, I need to convert to
inches using 96dpi to get a screen size of 0.365 by 0.156 inches (If I
use 72dpi the image doesn't look right in the pdf).

An option in FOP and XEP to effectively ignore the image resolution
when pixels are specified would be sweet.
