Dave,

I presume you're just talking about the subtitle here; the title of a
sidebar is useful for links, even if for nothing else.

To the original question, while I doubt I would use a subtitle in a
sidebar myself, I don't see any good reason to prohibit it, and from the
response of folks who work for publishers, it looks like there are cases
where it would be useful.
