The public review period is not an official or required part of the
OASIS process. So the TC is free to handle this any way that they want.
I would suggest at least 30 days, with comments going to the public
comment list. We can help with publicity as appropriate. Then the TC can
talke whatever time required to fix problems ar address comments before
completing the spec then submitting to OASIS membership.

Each OASIS member organization (company) has one vote. Individuals do
not have voting rights at the OASIS level, just inside the TC.
"Successful use" must be by member organizations.

We picked Barcelona because the timing seemed right, the venue was
available and a lot of people would be there anyway, and because ebTWG
decided that they would have their meeting in Europe in May. Otherwise,
I agree that North America would probably work out better. If we were to
schedule a stand-alone meeting I'm sure we would do it in North America.
