The OASIS ebXML Messaging Services TC members [1] have approved submitting the following Candidate OASIS Standard to the OASIS membership for a membership vote for OASIS Standard:

This is a call to the primary or alternate representatives of OASIS Organizational Members to vote. This Committee Specification was approved by the Technical Committee and was submitted for the required 60-day public review. All requirements of the OASIS TC Process having been met, the Candidate OASIS Standard is now submitted to the voting representatives of OASIS organizational members.

The minimum number of affirmative votes required to approve this ballot is 48 (15% of 316).

Each OASIS organizational member has one vote. OASIS members should ensure that their organization's voting representative votes according to the organization's wishes. If you do not know the name of your organization's voting representative go to the My Account page at

-- Information about the Candidate OASIS Standard and the OASIS ebXML Messaging Services TC -- 

The Applicability Statement 4 (AS4) specification is the modern successor of AS2 (IETF RFC 4130), a popular messaging protocol over HTTP for B2B applications widely used in the retail and other industries. AS4, unlike AS2, uses recent Web Services technologies championed by OASIS and conforms to the WS-I Basic Profile. It is based on a simplified profile of the ebXML Messaging (ebMS) version 3 OASIS Standard.

AS4 is discussed in the GS1 white paper "AS4: Web Services for B2B" [1] and presented as a protocol that uses more modern underlying Web Services protocols and stacks. The paper considers AS4 to be easier to use for small and medium size enterprises than AS2, thanks to its innovative message pull feature.

AS4 has been demonstrated in OASIS webinars and at Open Application Group (OAG) annual conferences with OAGIS payload standards. It is currently used in production by Cisco with OAG and RosettaNet payload standards.

AS4 is an important input to large scale international data exchange initiatives, such as XBRL document exchange in the superannuation industry in Australia [2] and cross-border e-government services in Europe [3]. Furthermore, AS4 is the proposed solution for document based data exchange to support the completion and functioning of the European internal gas market [4].

The AS4 specification is also referenced in vertical industry standards, such the Transport Protocol Bindings for OASIS Energy Interoperation 1.0 Version 1.0 specification developed by the OASIS Energy Interoperation TC [5] and in the recently approved CEN CWA on traceability and sale of seafood products [6].
