I know that I have come into the discussion a little late but I was
wondering if we were still going to try to focus on determining e-Gov
services in 3 categories: Government-to-Government (G2G),
Government-to-Citizen (G2C) and Government-to-Business (G2B).  Based on the
current discussion, the Public Health Care and Social Issues would follow
into the G2C category.

US government service:  public health
	<illness prevention
	<immunization management
	< public health monitoring

EU government service: Social issues 
				Health Care

What common sub functions fall under these services and in turn what common
"form" data is collected in association with performing these government
services?  dl

OK, if you look at my proposals regarding goals you can see I talk about
making priorities. In Denmark we have made some diffiretnt analytical work
regarding potential of digitalizing eg forms. Factors vary from number of
form transactions to level of inter-agency use to complexty and need for
signatur or other formal needs that complicate digitalization.

I think it will be an important achievement if we can somehow qualify the
database with the mapping with this kind of information about possible
effects, value-added or barriers. Further more we could maybe identify which
services (forms/data) are most relevant in across national borders such as
visa applications and tax.

The mapping will be as complete as the white
page/yellow pages of government services that exist. 

After identifying these sources, we can "XML-tize"
them using OASIS templates.
