In Denmark we have made some diffiretnt analytical work regarding potential of digitalizing eg forms. Factors vary from number of form transactions to level of inter-agency use to complexty and need for signatur or other formal needs that complicate digitalization. I think it will be an important achievement if we can somehow qualify the database with the mapping with this kind of information about possible effects, value-added or barriers. Further more we could maybe identify which services (forms/data) are most relevant in across national borders such as visa applications and tax.
