I think that we need to pull back a bit in regards to incorporating the notion of "locales" in the eGov TC. What Dave is talking about is more fundamental and technology bound to other activities like LISA (http://www.lisa.org). The degree to which there are locale-specific implications to shared vocabulary is key to this domain, but I don't believe that it is within our purview to address the underlying internationalization and localization issues. We simply touch too may other areas where this is already well underway, if not partially solved.
