agree there are many challenges ahead of us ..... but that is the beauty of XML it is extensible... to achieve "reuse" and that is in fact the challenge we in the justice community and government face.

By extending both existing data standards whether international recognized standards such as the ISO standards or business specific standards that are used by the Global Justice Information Sharing Initiative you create an interoperable frame for data exchanges across virtual boundaries...with designated partners.

we welcome your input on law enforcement --- and other government sectors from the govern service sub-committee perspective..      currently the eGov service subcommittee members are identifying common "core" services that governments provide... that is the jumping point for global reconcilitation process that leads to extensibility of data use. 

i read articles about the financial transactions that occur continuously 24hours a day that contain critical information that provides the "electricity" that keeps the world economy powered.   OASIS initiatives as well as local, state, and federal government initiatives are attempting to meet the challenge of creating dynamic business and governing environments based on interoperability and common semantics as well as the identification of virtual partners.

OASIS approved XML specifications exist for person and address and
other personal/company entities. It is unfortunate that these standards are
not re-used in the Global Justice Information Sharing
Inititaive and instead, it has been re-invented. This is where
interoperability will fail. I know that it is not easy to agree on a common
standard for a specific entity like Name and Address across various govt.
sectors (eg. Justice, Health, Election services, etc), but this is where the
challenge is for eGov. to make it happen.

I have for quite sometime being advocating the re-use of XML
specifications developed by OASIS within OASIS TCs in the first
instance that will atleast help achieve interoperability within
OASIS TCs if not outside of OASIS.
