Just to say I support your line that OASIS TCs should re-use specs developed by other TCs. I will be following that line within the e-GOV TC.
Clearly Names and Addresses are of prime importance to Governments and if we are to interoperate across borders as is the future vision we must have consistency of use of this vital data.

OASIS approved XML specifications exist for person and address and
other personal/company entities. It is unfortunate that these standards are
not re-used in the Global Justice Information Sharing
Inititaive and instead, it has been re-invented. This is where
interoperability will fail. I know that it is not easy to agree on a common
standard for a specific entity like Name and Address across various govt.
sectors (eg. Justice, Health, Election services, etc), but this is where the
challenge is for eGov. to make it happen.

I have for quite sometime being advocating the re-use of XML
specifications developed by OASIS within OASIS TCs in the first
instance that will atleast help achieve interoperability within
OASIS TCs if not outside of OASIS.
