Congratulations to the TC - DRAFT 3 passed the vote and is now an official
Committee DRAFT.  Ballot results are in the link at the bottom.

I was hoping to put it out for public comment next week, but I understand
that the XML Schema isn´t sufficient for review; it requires an english-
language specification document and the TC must formally vote again to put
the spec out for public review.  I will work on the document and as soon
as it is ready, will send it out to the TC for review and vote.
