<xs:simpleType name="FacilityKindType">
Here's my problem. It is a xs:simpleType so should have a *Kind naming. BUT - the type is intended to answer the question "what Kind of Facility is this?".
I think we should name it Kind for the sake of as much consistency as we can manage without making ourselves too crazy about it.

2. Extensions - we need to decide if the ext:extension concept is to be used.
Yes ,we need to keep t for consistency with the TC/rim policy about including extension mechanism in all our EDXL specs, moving forward from the point a few years ago when we decided this. Note" this was decided at a time when I was relatively inactive and I didn't favor it, but was on the losing side in that particular debate. C'est la vie.
