Not that I feel strongly about it, but we should be aware that the OASIS TC process defines "Substantive Change" as: "a change to a specification that would require a compliant application or implementation to be modified or rewritten in order to remain compliant." This is undoubtedly the case for the current version of EDXL-DE. Cheers...
