Subject: [OASIS Issue Tracker] Commented: (EMIX-484) Reserves as Options

    [ http://tools.oasis-open.org/issues/browse/EMIX-484?page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel&focusedCommentId=26948#action_26948 ]

Joshua Phillips commented on EMIX-484:
--------------------------------------

Many experts may understand your explanation Ed, however many experts also understand the common terms currently used in energy markets. If EMIX is to meet the immediate needs of the utility industry as the PAP suggests, using common market terms would be the best way to do this. Little to no concern has been given to the current utilities or wholesale market operations regarding this change to market operations.

It is not clear there is a case for changing market terminology to meet the needs of a few with detriment to the whole. If a business wants to participate in an energy ancillary services market, they learn how. They do not go to the market and tell the market and every other participant your doing it wrong, change the way you do it and do it our way. It makes no sense that this industry should be subjected to such a radical departure from how market operate and the electrical grid is managed. Especially when no one is doing it this way.

This concern hasn't been adequately resolved in the first, second or third draft. Attempts were made to change the verbiage around the issue, or explain it in a different way however the issue persists.

Is there no other solution that would work?

> The IRC does not see the benefit of re-phrasing widely understood concepts for reserves. See the CIM and IRC submitted work where reserves are products. The requirements of the varied products and how they are expressed is known to the utility industry, energy markets, Demand Response providers, businesses and residential customers who participate in the markets.
> Enable Emix to address these concerns by adding additional fields to the information exchanges that would meet the needs of the wholesale market.
