Rocky River Municipal Court Selects eUniversa for Electronic Filing

February 24, 2010 Austin, TX --  Rocky River Municipal Court in Ohio Implements eUniversa eFiling to include Filer Interface, Clerk Review, and integration with their Case Management/Document Management systems.

Michael Bracken, IT Director, Rocky River Municipal Court, “eUniversa offers our constituents an alternative to coming to the courthouse to file court documents while the secure profile gives the Filer an avenue for constant communication between court staff and the Filer.  The Clerk Review Queue enables us to quickly process cases and provides for the automated creation of a docket entry within the Case Management Solution.”

eUniversa’s Filer Interface provides Filers the ability to electronically add to existing case files through a browser-based interface specifically designed and customized to assist Filers fill in court data and load documents.

eUniversa’s Clerk Review enables clerks the ability to review, edit, approve, or reject the data of each eFiling as well as any supplementary data.  Rejected filings, with accompanying reasons, are routed back to the Filer via email as well as housed within the Filer’s profile created within eUniversa.

The integration capabilities of eUniversa allow for the seamless flow of data between Rocky  River Municipal Court’s Document Management and Case Management system, thus enabling an eFiling to move from system to system electronically.

Bracken, “A key differentiator in making our decision was in eUniversa’s ability to seamlessly integrate with the other systems we currently utilize within our Court.  It was essential that we not only offer our constituents the ability to electronically file, but provide an easier processing solution for our clerks and our IT staff."

Jim Boyington, President, VistaSG, “We are proud to partner with Rocky River Municipal Court for the implementation of our electronic filing solution.  Electronic filing is truly the next stage for courts to deliver an integrated paperless environment that better serves its constituents.  Our eUniversa solution is on the forefront of this next generation and we look forward to continued efforts in the arena of eFiling.”

eUniversa eRecording Project in Florida Begins Phase II Implementation

February 24, 2010 Austin, TX -- VistaSG begins next round of eRecording implementation, beginning with the addition of eleven Florida counties as part of statewide eFiling project; Brevard County, Broward County, Duval County, Escambia County, Hillsborough County, Miami-Dade County, Nassau County, Okaloosa County, Pinellas County, Santa Rosa County, and St. Johns County.

The eRecording component works in conjunction with the statewide ePortal, developed by VistaSG, the Department of Revenue (DOR), and the clerks. Through the usage of the statewide ePortal, Florida’s court clerks have provided DOR with a more efficient option, enabling the electronic transfer and recording of liens between the Department and the respective county.

With the new process, the Department of Revenue (DOR) transmits an electronic file containing all the pertinent lien information to the ePortal . The ePortal accepts the lien file and creates a PRIA (Property Records Industry Association) package which is then transmitted to the county for clerk approval. Once approved, a return file is created for DOR to request payment from the Department of Financial Services to the county.

In the past, all communications between the DOR and the county would be through USPS mail.  By integrating the eRecording component to the ePortal, the turnaround time and manual processes are greatly reduced, enabling the counties to process liens and funds electronically.

Giuseppe Ferrigno, Lead Developer, VistaSG, “The next phase of the eRecording implementation is set to be complete within the next few weeks.  We are excited to have delivered a better means of processing liens and look forward to implementing this throughout the remainder of the 67 Florida counties.”

eUniversa Pro Se Interface Mention

A recent white paper article entitled, “All the Wild Possibilities: Technology that Attacks Barriers to Access to Justice,” by Ronald W. Staudt, Professor of Law and Director of the Center for Access to Justice and Technology, Chicago-Kent College of Law, Illinois Institute of Technology, makes mention of VistaSG’s eUniversa Pro Se Interface.

The concept of a single web page with simple interview tools linking people to information about their legal rights and services is becoming a new phenomena in how courts communicate with the public.  Combined with the assembling of documents that trigger case filings, the ability for a self represented litigant to electronically file case files and documents directly with the courts is becoming all more a reality.

“In Florida, VistaSG, a vendor of software and consulting services to state courts, has adapted A2J Author to deliver electronic filing solutions designed to facilitate use by self represented litigants.” (p. 123)

eUniversa Pro Se Interface utilizes the A2J Guided Interviews® to enable self-represented litigants the ability to use Web-enabled electronic applications for case types frequently filed by self represented litigants.

What is eFiling and Why is it Beneficial?

What is eFiling?
There are three main participants to electronic Filing, or eFiling; The Filer, The Clerk, and the Case Management/Document Management System.

An integrated eFiling solution enables a Filer, such as a lawyer, to transmit documents electronically via a Filer Interface to the court for review and approval by a clerk.  Upon approval, the eFiling is automatically routed to the courts Case Management and Document Management System for docketing.

A successful eFiling solution should be easy to use, embrace industry standard ECF 4.0, perform in complex environments, and offer a multi-vendor model.  These key differentiators ensure courts are able to fully integrate, fully optimize, and fully implement a truly effective eFiling solution.

Benefits to the Filing Community

  • Reduce Delivery Costs: Filers save monies on the costs associated with paper Filing preparation and mailing
  • Reduce Delivery Efforts: Filers can eFile 24 hours a day, 7 days a week; no more driving, no standing in line, and no more waiting
  • Begin eFiling in Minutes: Filers can register an account and can begin eFiling immediately
  • Improve Document Control & Security:  Electronic submission eliminates the risk of document loss, damage, and corruption in transit
  • Effective Document Tracking: Filers are kept informed on eFiling status with automated notifications and emails during Filing process
  • Ensure Accessibility: Filers with disabilities are provided equal accessibility via Section 508 compliancy of the American with Disabilities Act

Benefits to the Court

  • Increase Docketed Volumes: Clerks can process, correct errors, and docket electronic case files with fewer steps, minimal effort, and significantly less time
  • Improve Clerk Productivity & Efficiency: Minimize data entry and the threat of errors as key data fields are captured and auto-populated.
  • Reduce Mailing Costs: Costs associated with paper mailings are eliminated with electronic filing processing and management
  • Provide Central Access: Multiple people can easily retrieve and view documents from anywhere in the courthouse
  • Improve Service to Constituents:  Provide enhanced services and multiple avenues to the Filing  community
  • Eliminate Storage Issues: Store documents electronically versus in paper form and eliminate all that wasted storage space

What is eUniversa™?

Filer Interface

The Filer Interface enables the capture, submission, and communication of case data and files in an easy to use, browser-based format.
A tabbed interface easily guides Filers through the process of eFiling, in either a new case or an existing case, with customized data requirements based on the court and Filing type.

eUniversa offers varying methods of eFiling:

  • via HTML Forms: Browser-based, guided process to capture data based upon case type.  Data input fields are customized to meet a court’s specific policy and can include required fields.
  • Pro Se Interface: Access for the self-represented litigant utilizing Access to Justice® software.  Interviews are published in a browser-based, question/answer format.   Interview data is generated into documents using Microsoft® Word™ templates while data is transformed into ECF 4.0 Filing message for court submission.
  • Smart Document Interface: Allows courts to use existing Adobe Forms for data collection.  Classic “ACRO” Forms and new XML based Forms (XFA Forms) designed using Adobe Live Designer. Data collected from the Adobe Form is transformed into ECF 4.0 Filing message for court submission.
  • OneButton Interface: Microsoft® Office™ toolbar add-on that allows a Filer to electronically file a document directly from Microsoft Word 2007/2003 to the court.

How much do you know about VistaSG?
Based on the photo below, where is VistaSG headquartered?

For all of those who guessed Austin, Texas, you are correct.  Mid-February, central Texas actually accumulated over one inch of snow!  For those of you who don't keep up with Texas weather, this is pretty unusual.  In fact, one staff member even made his first snowman!
