You seem to be taking the right steps.

One useful step is to correlate the EDRM industry
participants with those in the IA world of SCAP/MILE/
SACM.  You'll get a number who would constituents
for a new LegalXML group.  EDRM/eDiscovery have
increasingly been going global, so you can also invoke
a broad base.
