For use case 1 - Direct clearing through a payment terminal:

I guess that most companies would still want to receive the start/stop transaction messages.
Authorize.req is not needed, because the payment terminal does the authorization in this case.

If you want the Charge Point to calculate the total price based on given tariff information (probably needed for off-line scenarios) you will need a way to send tariff information. Then OCHP might be a good starting point.
