I think it would be very useful to configure how meter values are sent. The default behaviour should be to always send meter values during the transaction, because that allows for progress indication and real-time pricing of the transaction. However, when the charge point is offline, the configuration setting might say, that in that case the meter values shall be included in the StopTransaction. In case a charge point goes offline in the middle of a transaction, then I think that the StopTransaction should nevertheless include all meter values of the transaction -- not just since the time if went offline.
Example: Configuration paramater "TransactionDataInStopTx": Always, Never, ForOfflineTx.
