Small but important normative-language repair:

"May not" is not recognized normative language.  "Need not" is the correct
form.  I believe the ISO JTC1 directives are precise on this point.  See the
description of the "false:" case below.

PS: It is not clear, in section 18.51 of cd03 and in the draft below, what
the target of the conformance language is.  What and who does the shall and
need not apply to?  [Added to JIRA as
