Apologies to Joachim for the lack of response but his request came after the close of features for ODF 1.3, which was June of 2019.

I will create a JIRA issue for his comment and put it before the TC for further discussion.

The reason is, that Iâm actually trying to write an OpenDocument Parser in Swift and of course I would then also support v1.3.
