The function doesn't have a "default value" (what's that anyway?). The description of the second parameter, value-if-error, reads | The value to return if value evaluates to an error. If value-if-error | is an empty cell, it is treated as an empty string. So, in the error case, if the second parameter is given as a reference to an empty cell the function returns an "" empty string. Or I misunderstood that completely..
