I agree that we should aim for consistency.  IS29500 added new enums for WEEKDAY and WEEKNUM for weeks starting on Mondays.  For NETWORKDAYS and WORKDAY, new functions were added to support the fourth parameter and weeks beginning on Mondays.

For OpenFormula, perhaps additional ENUMS can be added to WEEKDAY and WEEKNUM to allow for consistency and to follow IS8601.

Where it gets interesting is with the WEEKDAY and WEEKNUM functions, which
by default have the week starting on Sunday.  I believe Excel also has
that default with WEEKDAY.  However we do it, we should have some
consistency between these three functions.
